Plan gc for one models--* repo dir. Conservative by construction:
no refs/ (or refs pointing at missing snapshots) → nothing is pruned;
an unreferenced snapshot carrying files the kept set lacks is only
prunable under force (the live example: a stale snapshot whose
optiq_vision.safetensors the canonical revision dropped);
blobs are dead only when NO surviving snapshot (kept or skipped)
links to them. .incomplete/.lock resume artifacts are never touched.
