Walks dir, classifies each file as LFS (large or a binary suffix per
HF's default gitattributes) vs regular, runs preupload to confirm the
server's verdict, uploads LFS blobs via the LFS batch + PUT flow, then
posts a single NDJSON commit (regular files inlined as base64, LFS files
referenced by oid/size). Creates the repo first (idempotent).
opts.signal aborts the in-flight request and skips every later step; the
promise rejects with the signal's reason. No request starts once cancellation
is observed; a commit already submitted may have been accepted by the Hub.
