fold is cited, gated, NORMALIZED, and footnote-bijective just like a PATCH),
writes the grown article, and records the (chunk, section) edge. Idempotent via
synthesized_chunk_sections's PK — a re-run of the same (chunk, article,
section) writes nothing. Used by SYNTHESIZE when SECTION-ROUTE returns a
newSection for a chunk that fit no existing section.
