accepting the edit ONLY when it survives the gate, otherwise keeping the
section's original bytes (a weak edit is a NO-OP). The gate is applied at the
whole-article level after swapping the candidate section in, so the footnote
bijection (a dropped [^N] orphans its ## References def) and citation
preservation are checked the same way the write pipeline checks every edit;
a per-section word floor + leak check pre-reject the obvious failures. Pure
with respect to disk — the caller persists.
